The Practice of Strategic Communications in Wartime

The War Museum hosted the 3rd International Scientific and Practical Conference titled “The Practice of Strategic Communications in Wartime”. The event was organized at the initiative of the National Academy of the Security Service of Ukraine, with support from the NATO Representation to Ukraine.

As noted by the organizers, this year’s conference aimed to facilitate the exchange of practical experience in using strategic communication tools during russia’s full-scale aggression against Ukraine, and to develop recommendations for professionals in the security and defense sectors, as well as for government institutions responsible for strategic communications.

The event opened with a panel featuring key speakers: Rector of the National Academy of the Security Service of Ukraine, Andrii Cherniak; People’s Deputy and Chairman of the Verkhovna Rada Committee on Humanitarian and Information Policy, Mykyta Poturaiev; People’s Deputy, Deputy Chairman of the Verkhovna Rada Committee on Humanitarian and Information Policy, Head of the Subcommittee on Information Policy and issues of European integration, and member of Ukraine’s Permanent Representation of Ukraine to the Council of Europe, Yevheniia Kravchuk; and Kateryna Levchenko, Government Commissioner for Gender Policy of Ukraine. The conference was moderated by Larysa Kompantseva, Head of the Department of Strategic Communications and Applied Linguistics at the Center for Strategic Communications of the Educational and Scientific Institute of Information Security and Strategic Communications of the National Academy of Security Service of Ukraine.

The discussion unfolded across five thematic panels. One of the sections was titled "Historical Portrait of Sloboda Ukraine: Kursk Region". Participants included: Yulia Laputina, Major General and Special Envoy of the Head of the Security Service of Ukraine and PhD in Psychological Sciences; Yurii Savchuk, Director General of the National Museum of the History of Ukraine in the Second World War; Larysa Levchenko, Director of the Central State Archives of Supreme Bodies of Power and Government of Ukraine; and Valerii Tomozov, Head of Sector at the Institute of History of Ukraine, National Academy of Sciences of Ukraine, PhD in History.

Speakers focused on the historical context of the Kursk Operation conducted by Ukraine’s Defense Forces, the specifics of its research, and its importance to Ukraine’s national historical narratives. As part of the panel, the second edition of "Historical Portrait of Sloboda Ukraine: Kursk Region" was publicly presented. This catalog accompanies the Museum’s exhibition "...beyond the borders of our native land", which resulted from a unique museum expedition to Ukrainian-controlled areas within russia in August 2024. The exhibition was opened on September 6, 2024.

The documentary section of the publication "Historical Portrait of Sloboda Ukraine: Kursk Region" contains 100 archival documents that shed light on the nearly 400-year Ukrainian history of the Kursk region and the complex processes surrounding the formation of the Ukrainian-russian border in the 20th century.

As Major General Yulia Laputina noted, projects like this not only help us understand the broader historical context but also present the public with verified and truthful facts about the fate of Ukraine and Ukrainians, the deceitfulness of the eastern neighbor, and underscore the significance of strategic communications.

For the Museum, which actively participates in resisting russian aggression in the informational and cultural spheres, it was an honor to host such an important forum on strategic communications. We extend our sincere thanks to the organizers for their fruitful cooperation.
